Recognize caste as discrimination: US rights body

NEW DELHI: US-based Human Rights Watch (HRW) has called upon India to accept the UN Human Rights Council’s proposal of recognising caste as a
form of discrimination based on descent and birth.
HRW’s executive director Kenneth Roth said this at the end of the organisation’s first board meeting.

"India’s global leadership on human rights is increasingly necessary to counteract the negative role played by other powerful states," Roth said in his interaction with the media. Responding to a question related to TOI’s story on the breakthrough made by Dalit groups before the UN, Roth said it was "appropriate" for caste to be addressed in the human rights discourse and to adopt the guidelines that could lead to the establishment of a UN-monitoring mechanism on caste discrimination.

Citing the example set by Nepal for other governments in supporting the proposed guidelines, HRW’s Asia director Brad Adams said, "Political will to end the scourge of caste discrimination is needed at all levels of government to alter traditional attitudes and turn well-meaning laws into reality."

Roth urged India to end repressive laws such as the Armed Forces Special Powers Act; to reform security forces, including the police; and to prioritise the protection of vulnerable groups, such as Dalits, religious minorities and women. "By taking strong steps to address widespread human rights violations within its own borders, India would serve as a role model in promoting human rights regionally and internationally, and would have the authority to address the most serious problems affection the region," Roth said.

HRW backed the statement made earlier this month by the UN commissioner for human rights, Navi Pillay, saying that "the time has come to eradicate the shameful concept of caste," and called on the international community to come together "as it did when it helped put an end to apartheid." She argued that "other seemingly insurmountable walls, such as slavery and apartheid, have been dismantled in the past" and concluded that "we can and must tear down the barriers of caste too." A key step for caste-affected countries, HRW said, is to adopt UN principles and guidelines on caste discrimination — the first comprehensive UN framework to prevent and address this serious human rights problem.

During the latest UNHRC session, Nepal broke ranks with India and described the guidelines against caste discrimination as a "good reference" and "useful tools" to complement the efforts made nationally.
